劉皇發，大紫荊勳賢，GBS，OBE，JP，客家人，人稱發叔、劉皇叔、新界王，曾任香港立法會議員、新界鄉議局主席、行政會議成員、屯門鄉事委員會主席、屯門區議會主席及龍鼓灘村村代表，另為仁愛堂創辦人及香港經濟民生聯盟成員。生於香港新界屯門龍鼓灘村，為新界原居民。
